The Education Bureau (EDB) will implement the admission arrangements for Nursery (K1) classes in kindergartens for the 2027/28 school year (hereafter referred to as the "2027/28 K1 Admission Arrangements") to facilitate a smooth kindergarten admission process and help parents secure kindergarten places for their children in a timely manner.

Parents should note that all kindergartens participating in the "2027/28 K1 Admission Arrangements" will provide admission information in advance through various channels. Such information may include application forms, guidance notes, school admission guidelines, and information leaflets to facilitate parents in obtaining and submitting applications. Parents should pay close attention to application form distribution and submission dates, application procedures and fees (if applicable), as well as interview arrangements.

The EDB will assess applicants' eligibility and issue either a Registration Certificate for Kindergarten Admission (RC) or a Kindergarten Admission Pass (AP) to eligible children. A registration document will be issued to each child who can receive education in Hong Kong. All kindergartens participating in the Kindergarten Education Scheme can only admit children holding a valid registration document.

The EDB has also introduced the electronic Registration Certificate (e-RC) for Kindergarten Admission. Applicants only need to submit their RC applications online, and the EDB will issue the e-RC (in PDF format) via email to eligible children. The e-RC contains an encrypted QR code that can be presented to the kindergarten during registration. Kindergartens can scan the QR code to verify and complete the registration process.

Under the Scheme, parents must use a valid registration document to complete K1 registration and secure a place for the 2027/28 school year. All participating kindergartens may only admit children holding a valid RC or AP. When the encrypted QR code on the e-RC is used for registration, the child's relevant personal information will be automatically uploaded to the EDB's system.

Children eligible for subsidy under the Scheme will be issued with an e-RC. Children who are not eligible for subsidy under the Scheme will be issued with an electronic AP (e-AP). Parents may use the e-AP to register and enrol their child in a participating kindergarten. However, they are required to pay the full school fees, before deduction of any Scheme subsidy, as specified in the Fees Certificate of the admitting kindergarten.

Parents should remember to submit their applications for the e-RC in a timely manner between September and November 2026.

About one week after the Centralised Registration Dates, the EDB will collect information on vacancies in kindergarten classes from Nursery (K1) to Upper Class (K3) through an electronic platform. By late January 2027, the EDB will publish a list of kindergartens by district showing available vacancies under the Scheme to assist parents in finding suitable kindergarten places for their children.
